A cousin says a ship job abroad pays three times your service pay. A recruiter calls with a Gulf offer. Both may sound like a way up. They can also be traps. This guide explains the Merchant Navy route, the Gulf job rules and the checks that protect your money and your passport.

Who the Merchant Navy path is for

In June 2022 the shipping ministry announced several routes for Navy Agniveers into the Merchant Navy. They include moving from rating to certified rating, from electrical rating to certified electro-technical rating and from cook to certified cook. These routes are for Navy Agniveers. Army and Air Force Agniveers are not covered.

The Merchant Navy is a civilian service. You work for a shipping company, not for the government. The shipping regulator, the Directorate General of Shipping (DG Shipping), sets the training and papers you need. The ministry also said it would issue the seafarer’s identity papers, INDoS (Indian National Database of Seafarers) and CDC (Continuous Discharge Certificate), to Navy Agniveers who want this path.

Entry steps for the Merchant Navy

  1. Confirm with your Navy unit that you qualify for the shipping route.
  2. Choose a training institute approved by DG Shipping.
  3. Check the course entry rules. The General Purpose (GP) rating course lasts six months and needs a Class 10 pass.
  4. Pass the seafarer’s medical test.
  5. Collect your INDoS and CDC papers, then apply to shipping companies.

The DG Shipping circular on entry rules asks for 40% marks in Class 10 and in English. It also sets an age limit, which later circulars changed. Ask the institute for today’s age rule. Courses start in January, April, July and October.

Gulf jobs: the clearance rule

Many Gulf countries are on the Emigration Check Required (ECR) list. If your passport is marked ECR and you go to such a country for work, you must get emigration clearance online through the eMigrate system. A person with an ECNR (Emigration Check Not Required) passport does not need clearance. Do not accept a visa from a friend or a stranger until you have checked this.

Rules for recruiting agents

RuleWhat it means for you
Registered agent onlyCheck the agent on the Ministry of External Affairs list before you talk money.
No sub-agentsA registered agent cannot pass your case to a middleman.
Capped feeThe ministry’s page shows 45 days’ wages, up to Rs. 20,000. Some newer pages cite Rs. 30,000 plus tax. Ask the Protector of Emigrants.
Written contractAsk for a signed job contract and the employer’s demand letter.
ReceiptGet a written receipt for every rupee you pay.

Read the ministry’s page on registered recruiting agents before you pay anyone.

Signs of a scam

  • The agent asks for a large fee before any contract.
  • The agent will not give a written receipt.
  • The offer is too good, with pay far above the usual.
  • The agent asks you to travel on a visit visa for work.
  • The agent holds your passport.

A worked example of the Merchant Navy route

Say Vikram, a Navy Agniveer in the electrical branch, wants a ship job. He asks his unit about the Merchant Navy route and finds a DG Shipping approved institute. He passes the medical test and completes the course. He gets his INDoS (Indian National Database of Seafarers) number and CDC (Continuous Discharge Certificate). Then he applies to shipping companies. The Merchant Navy took patience, but each step had a clear paper.

Money and time for the Merchant Navy

  • Training courses are paid courses, so ask for a written fee list.
  • A GP rating course lasts six months, plus waiting time for papers.
  • First contracts are fixed-term, so plan your finances between ships.
  • Pay differs by company, rank and ship type, so do not trust a flat claim. If someone promises a fixed salary before you have a contract, walk away.

Skills that help on ships and abroad

Employers in shipping and in the Gulf look for basic English, physical fitness and a clean record. A trade skill adds to that. Electrical, mechanical and catering skills travel well. So do first aid and fire safety training. If you plan to work on ships, practise English each day. Read safety signs and manuals in English, and speak with clear short sentences. For Gulf work, learn the basic rules of the country you are going to. Know the local laws on work, conduct and dress. A little care before you fly saves a lot of trouble later.
