Your service gave you drills and a trade. A civilian employer may still ask for a plain certificate. PMKVY for Agniveers is one way to get it. The training is free and government-backed, and it is open to you as a citizen. But it has rules that many guides skip. Here is what the official guidelines say.
What PMKVY is
The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development and Entrepreneurship (MSDE). It began in 2015. The guidelines say more than 1.37 crore youths were trained in the first three versions. PMKVY 4.0 runs for the years 2022 to 2026 under the Skill India Programme. The Cabinet approved that programme till 2026 in February 2025. Some reports say PMKVY 4.0 now runs to 31 December 2026, so check Skill India Digital for the current date.
PMKVY for Agniveers has no special category
The guidelines do not name ex-Agniveers. You apply on the same terms as any other citizen. You need an Indian passport or citizenship, a valid Aadhaar and a match with the course’s entry rules. Our guide to ITI and polytechnic options shows other paths if no course fits.
Three kinds of training
| Type | Who it suits | Length | Age |
| Short-term training | Fresh skills | 300 to 600 hours, with on-the-job training | 15 to 45 |
| Recognition of Prior Learning (RPL) | People with real work skill but no certificate | 30 to 132 hours | 18 to 59 |
| Special projects | Targeted groups or regions | Set by the project | 15 to 45 |
Sources differ on age. A Cabinet release gives 15 to 59 as the target range. The guidelines give the figures above. Confirm on the portal before you apply.
Why RPL fits many ex-Agniveers
RPL is for people who already know a job but hold no formal paper. You need prior experience in the job role you choose. A trainer first checks your level. You then attend at least 30 hours of classroom work and sit an assessment. The pass mark is 70%. You get a grade of A or B. Your certificate sits at the NSQF (National Skills Qualifications Framework) level found in that first check.
Check that your service trade matches a PMKVY job role. Not every trade does.
What you get
- Free training, with assessment fees paid by the scheme.
- An induction kit and one year of accidental insurance.
- A QR-coded digital certificate sent to your DigiLocker.
- One year of tracking after certification.
- Access to jobs, apprenticeships and entrepreneurship loans through Skill India Digital. The 4.0 guidelines list no cash reward for candidates. Do not count on one.
How to enrol
- Register on Skill India Digital with your mobile number and Aadhaar. You verify with an OTP (one-time password).
- Take the online counselling and pick a course and a training centre.
- Attend the classes. You need more than 70% biometric attendance to sit the assessment.
- Pass the assessment.
- Download your certificate from DigiLocker.
You can enrol twice in the same sector, with the second course at a higher level. For a different course, wait six months after your first certificate.
New skills on offer
The Cabinet release says more than 400 new courses were added, including AI, 5G, cybersecurity, green hydrogen and drone technology. If you like technology, this may suit you better than a classic trade.
A worked example of PMKVY for Agniveers
Take Sunil, who ran a vehicle workshop in service. He wants a civilian certificate in motor repair. Through the Recognition of Prior Learning (RPL) route, he does a short orientation and then a skill test. If he passes, he gets a certificate at the level the first check found. PMKVY for Agniveers like Sunil can save months compared with a full course.
Documents for PMKVY for Agniveers
- Aadhaar card linked to your mobile number.
- Bank account details for any scheme benefit.
- Proof of prior work, such as service training records, if you use the RPL route.
- Class 10 or higher marksheet, if the course asks for it.
- A passport photo.
Course entry rules differ. Read the course page for the exact list before you go to a centre.
Pick a course with care
Look at demand near your home first. A course that matches a local job is worth more than a fancy name. Visit the training centre if you can. Ask how many trainees found work last year. Ask who will assess you. Never pay a fee for a seat.
Why PMKVY for Agniveers is worth a look
A free certificate costs you only time. For many ex-Agniveers, PMKVY for Agniveers is the quickest way to turn service skill into a paper a civilian employer can read. It will not replace a degree or a job offer. It can, however, open the door to an interview. Treat it as one tool among
several.
Stay safe
PMKVY courses are meant to be free. If a centre asks you to pay for a seat, raise a complaint through the grievance module on Skill India Digital. Loans for a new business are a separate topic. See our guide to Mudra and skill loans.
