Dehradun, July 17, 2026: Uttarakhand Chief Minister Pushkar Singh Dhami has announced the Uttarakhand Agniveer Cell, a dedicated cell in the state, described in reports as the first of its kind in India. The announcement came with a reminder of the 10 per cent reservation for former Agniveers in state jobs, and with other benefits for ex-servicemen. Reports from October 2026 add that the cell is headed by Colonel Ajay Kothiyal (Retd).

What the Uttarakhand Agniveer Cell is meant to do

The idea behind the cell is simple. A young soldier who leaves the armed forces after four years has to deal with many offices: the state police and forest department for recruitment, skill and training agencies, banks and loan schemes, and welfare departments. A dedicated cell can act as a single point of contact. According to the announcement, the cell will help retired Agniveers to take advantage of state schemes and job opportunities.

Uttarakhand has a strong tradition of service in the armed forces, and many families have members in the Army, Navy or Air Force. The state expects about 1,200 of its Agniveers to return in the first two Army batches. A cell that is ready before they arrive can plan counselling, skill programmes and recruitment support instead of reacting after the batch has already come home.

The 10 per cent quota in state jobs

The Uttarakhand Agniveer Cell sits on top of an earlier policy decision. Chief Minister Dhami first announced reservation for Agniveers in 2024. In August 2025, the Uttarakhand Cabinet approved 10 per cent horizontal reservation for former Agniveers in direct recruitment to Group-C uniformed posts. As reported by PTI, the decision also covered exemption from the physical efficiency test and relaxation in the upper age limit.

The state personnel department later issued rules for the quota. As reported by a news outlet, the age relaxation is equal to the total period of service that the person spent as an Agniveer. This means a person who served four years can apply up to four years above the normal upper age limit.

One wire report described the August 2025 decision in terms of contractual positions, with a stated number of posts, while PTI described it as direct recruitment. Readers should therefore check the final notified rules and the specific advertisement before assuming that a particular post carries the quota.

Other benefits mentioned in the announcement

The headline of the Organiser report on the announcement also refers to homestay grants and job benefits for ex-servicemen. Homestay support can matter in a hill state, where tourism is an important source of income and a returning soldier might prefer to start a small business at home instead of moving to a city. The details of the grant, such as the amount and the conditions, were not available in the material reviewed, so readers should check the state’s official announcements.

Why the Uttarakhand Agniveer Cell is a useful idea

Many states have announced quotas, but a quota alone does not solve everything. An ex-Agniveer must know which posts are open, when the advertisement will come, which documents are needed and how to apply. A cell can also guide those who do not want a uniformed job. They may need information about skill courses, self-employment loans or higher education.

The head of the cell, a retired Colonel, can also help in another way. Retired officers understand military records and discharge papers, and they can explain to young soldiers how to use them. This is a practical advantage when thousands of people have to complete the same paperwork in a short period.

Where Uttarakhand stands among the states

Other states have preferred quotas without a separate cell. Maharashtra approved 10 per cent for Group-C uniformed posts on 29 September, Madhya Pradesh approved 20 per cent, Assam 12 per cent, and Chhattisgarh cleared its recruitment rules on 30 September. Uttarakhand’s 10 per cent is in line with several of them, but the Uttarakhand Agniveer Cell is a new institutional step that other states may copy.

Questions an ex-Agniveer may want the Uttarakhand Agniveer Cell to answer

A cell is useful only if it gives clear answers. An ex-Agniveer will want to know which recruitment is open this year, what documents are needed, how age relaxation is counted, which skill courses are available, and whether loans or grants exist for self-employment. The reports reviewed do not list the services the cell will offer, so readers should look for the official terms of reference when they are published.

What Agniveers from Uttarakhand should do

Agniveers from the state should keep their discharge certificate, educational certificates and proof of residence ready. They should follow the notifications of the state police, the forest department and other uniformed services. They should also look for official announcements about how to contact the cell, because the reports reviewed do not give a helpline or office address. Anyone who asks for money in the name of the cell or the quota should be treated with suspicion.

The real test for the Uttarakhand Agniveer Cell will begin when the first Army batches return. If it can guide them quickly to jobs, training and schemes, Uttarakhand will have set an example for the rest of the country.
