You spent years behind the wheel of a heavy army vehicle. Now you want a truck or bus job in the civil world. Will your military driving open the door? Not by itself. A military driving permit works only for defence vehicles. For civil trucks and buses you need a commercial driving license, and the law has clear steps for it. This guide covers the commercial driving license itself, step by step. For pay and training, read our commercial and defensive driving guide.
What a commercial driving license covers
A commercial driving license lets you drive a transport vehicle, such as a goods truck or a passenger bus. The law calls these “transport vehicles”. A Heavy Motor Vehicle (HMV) license is the classic example. Regional Transport Offices (RTOs) issue it under the Motor Vehicles Act, 1988.
Think of it in two layers. The first layer is your basic LMV (Light Motor Vehicle) license for cars and jeeps. The second layer is the commercial driving license for heavy transport vehicles. A private license alone does not allow you to drive a heavy vehicle for hire, and driving one without the right license can bring a fine and may cause problems with insurance claims.
The rules that matter most
These points come from the Motor Vehicles Act and its 2019 amendment.
| Rule | What the law says |
| Minimum age for a transport vehicle | 20 years (Section 4) |
| Experience before a transport learner’s license | An LMV license held for at least one year (Section 7) |
| Military driving license | Can be issued from age 18, but only for defence vehicles (Section 18) |
| Validity of a commercial driving license | 5 years (Section 14) |
| Validity for hazardous goods | 3 years (Section 14) |
Some websites still say a commercial license lasts three years, or one year for hazardous goods. Those figures are old. The 2019 amendment changed them from 1 September 2019, as the PIB summary of the amendment shows.
Why your military license does not carry over
Section 18 allows a driving license from age 18 for vehicles owned by the Central Government and used for defence. That license is valid only for those vehicles. So it cannot be used for a civil truck, even if you drove the same type of vehicle in service.
We found no official rule that counts your military license as a civil LMV license for the one-year rule. Your RTO may have its own practice, so ask there before you plan your dates. If you already hold a civil LMV license, count its date from the day it was issued.
Step by step: the usual path
Rules differ a little by state, so use this as a map and not as a promise.
- Get a civil LMV license if you do not have one. Hold it for at least one year.
- Turn 20 years old. Most ex-Agniveers are already above this age.
- Get a medical certificate in Form 1A from a doctor. Transport license applications usually need it.
- Apply for a learner’s license for the heavy vehicle class on the Sarathi portal.
- Train at a driving school. Many RTOs ask for the school’s training certificate for transport licenses, so check with yours.
- Wait at least 30 days after the learner’s license is issued, then book the driving test.
- Pass the test at the RTO and collect your license.
Since you must hold an LMV license for one year first, plan on more than a year if you start from zero. This is our reading of the law, not an official timeline. Ask your RTO for the exact dates.
Renewal and keeping it valid
A commercial driving license is valid for 5 years. You will need a fresh medical certificate in Form 1A when you renew, since the doctor has to confirm your eyesight and general fitness again. Renew before the expiry date. A long delay can mean extra checks or a new test. Hazardous goods drivers must renew every 3 years, and the Central Government sets extra conditions for that renewal.
Mistakes that waste months
Most delays come from small errors, not from the driving test. Watch out for these.
- Applying for the wrong vehicle class. Check what the vehicle weighs and whether it carries goods or people.
- Missing the one-year LMV gap, then having the application sent back.
- Using an old medical form or an unsigned certificate.
- Skipping the driving school certificate when your RTO asks for it.
- Letting the learner’s license expire before you book the test.
- Trusting an agent who promises a license without a test. That is illegal and risky.
Keep photocopies of every paper, and write down the date on which each step was completed. If the RTO says something different from this guide, follow the RTO and ask for the rule in writing, because states can add their own steps.
Does your military driving help?
It helps in practice, even if not on paper. A commercial driving license opens many doors, from goods trucks to buses. You know how to handle heavy loads, read a convoy plan and stay calm on bad roads. Employers value that. Put the vehicle types and the years of driving on your resume. Our guide on documentation and resume writing shows how to word it for civil employers.
Frequently asked questions
Q1: What is the minimum age for a commercial driving license?
A1: Section 4 of the Motor Vehicles Act sets 20 years for a transport vehicle. Some sites quote 18, but that applies to the defence license in Section 18 and to private vehicles.
Q2: Do I need an LMV license before a commercial driving license?
A2: Yes. Section 7 asks for an LMV license held for at least one year before a transport learner’s license.
Q3: How long is a commercial driving license valid?
A3: Five years from issue. For a vehicle carrying hazardous goods, it is three years.
Q4: Where do I apply?
A4: Start on the Sarathi portal. The driving test itself happens at the RTO.
Q5: What does commercial driving license renewal need?
A5: A fresh medical certificate in Form 1A and the renewal fee. Apply before the license expires.
Q6: Can a commercial driving license be used across India?
A6: Yes, a license issued under the Motor Vehicles Act is valid across the country. Some goods and passenger permits for the vehicle itself are a separate matter, so ask your employer about those.
Q7: Can I count my army driving as civil experience?
A7: We found no official rule that does so. Ask your RTO, and carry your discharge papers and driving proof.
