You leave service at 23 with a Class 12 certificate and a big dream: a desk job with real authority. Is a State PSC exam the right target? Many ex-Agniveers will ask this question from late 2026, when the first batch finishes its four years. Here is what is confirmed about State PSC exams, and what is not.
What State PSC exams are
Every state has its own Public Service Commission. It picks officers for that state’s government. Posts include Deputy Collector, Deputy Superintendent of Police (DSP) and Block Development Officer. Each commission writes its own rules. So age limits, fees and syllabus change from state to state. The Uttar Pradesh commission, for example, runs a prelims exam, a mains exam and an interview for its PCS posts.
Is there an Agniveer quota in State PSC exams?
Not by default. Police hiring is different. Several states have named a clear Agniveer quota for police and other uniformed posts. We found no such rule for officer posts run by State PSC exams. Each commission decides for itself, so read every notice.
There is one more point. Agniveers do not get ex-servicemen status, as the Indian Navy’s Agniveer terms state. So rules written for ex-servicemen do not apply to you on their own. A notice must name ex-Agniveers before you can claim a benefit.
| Item | State police hiring | State PSC exams |
| Agniveer quota | Named in several states | Not announced in most states |
| Usual first step | Written test, then physical tests | Prelims, mains, interview |
| Education | Class 12 for constable posts in UP and Uttarakhand | A bachelor’s degree in UP’s PCS |
| Who sets the rules | State government and recruitment board | The state commission |
Police quotas worth knowing
If you want a clear, numbered benefit today, state police is the stronger route. These are the confirmed figures:
- Uttar Pradesh: 20% for ex-Agniveers in four posts, approved on 3 June 2025, with up to 3 years of age relief. See our guide to the UP Police Agniveer reservation.
- Uttarakhand: 10% horizontal reservation in uniformed Group C posts. The rules were issued on 1 September 2025.
- Odisha: 10% horizontal reservation in Group C and D uniformed posts, a 3-year age relaxation and a physical test exemption. The cabinet decided this in September 2024.
- West Bengal: a 20% quota was announced in August 2026. We found no final government order yet.
Quotas can change. Always check the latest notice before you plan.
Age, degree and pay: one example
Take Uttar Pradesh. Its 2026 PCS notice set the age at 21 to 40 for general candidates, counted on 1 July 2026. It asked for a bachelor’s degree. Other states use different limits. A Deputy Collector in UP sits at Pay Level 10, with a basic pay of Rs. 56,100. Pay differs by state and changes with allowances.
Most Agniveers hold only a Class 12 certificate. So your first task is a degree. You can study through distance mode while you serve or after you leave.
Why the timing matters for State PSC exams
The first batch is due to finish around the end of 2026. Later batches follow every year after that. States are starting to respond. Uttarakhand announced a dedicated Agniveer employment cell in July 2026. Maharashtra formed a study group in January 2026 to suggest ways to help Agniveers find work. These steps show that states are still deciding. So rules may change between now and your exit date.
A smart two-track plan
You do not have to pick only one path. Many candidates prepare for State PSC exams, with their long syllabus, and also sit police exams in their home state. The police exam gives you an earlier shot at a government job. The PSC syllabus builds general knowledge that helps in almost every other exam. Keep a simple weekly timetable. Give fixed hours to reading, writing practice and mock tests, and review your progress every Sunday.
How to start: six steps
- Pick one home state. Its rules, not other states’ rules, decide your chances.
- Download the last notification from that commission’s website.
- Read the age limit, the cut-off date and the degree rule.
- Check whether the notice lists ex-Agniveers as a separate category.
- Finish your degree if you do not have one.
- Start with the syllabus. Begin with current affairs, state history and the language paper.
Plan for the long run with State PSC exams. Give yourself a year or more of steady study. Keep your degree, domicile proof, category certificate and ID ready in paper and digital form.
Common mistakes
- Assuming the police quota also applies to State PSC exams.
- Missing the age cut-off date. Many states count age on a fixed date.
- Trusting a social media post over the official notice.
- Waiting for a degree until the notice comes out.
If a State PSC exam feels far away, think about a central exam too. Our SSC CGL and CHSL roadmap shows how that path works. Commissions may add Agniveer rules later. That is not officially confirmed yet, so watch the official sites.
