Most states made a speech and then went quiet. Odisha did something different. It wrote a rule. If you plan to wear a uniform in Odisha after your Agniveer years, the Odisha Police Agniveer reservation is one of the best documented in the country. Here is what the rule says, and what it leaves open.
Odisha Police Agniveer reservation: the 10% rule
On 12 September 2024, the Odisha Cabinet, led by Chief Minister Mohan Charan Majhi, approved the Odisha Ex-Agniveers (Recruitment to Uniform Services) Rules, 2024. The rules give a 10 per cent horizontal reservation. It applies to all Group C and Group D posts in the uniform services that are filled by direct recruitment.
The cabinet named these services as examples:
- Police
- Forest
- Excise
- Fire services
- Any other service the state government decides later
The reservation sits over and above the quota for ex-servicemen. It does not replace it. You still need to meet the minimum qualification set in the recruitment rules of each post.
Why the Odisha Police Agniveer reservation is on firm legal ground
On 4 October 2024, Governor Raghubar Das framed the rules under the powers given by Article 309 of the Constitution. This article lets a state frame rules for recruitment to its government posts. A notification from the General Administration and Public Grievances department carried the rules.
That is a big difference. A speech can be changed overnight. A notified rule has to be changed by another rule. Odisha moved from the cabinet to a notified rule in about three weeks. From the first announcement in late July 2024 it took about ten weeks.
Age relaxation and the physical test
There was a small confusion in 2024. In July, the Chief Minister spoke of 5 years of age relaxation. The cabinet decision in September said 3 years. The notified rules also say 3 years. So the figure to trust is 3 years.
| Benefit | What the rules say |
| Reservation | 10% horizontal, Group C and D uniform posts |
| Age relaxation | 3 years over the upper age limit |
| Physical test | Exempt from the physical fitness test |
| Link to ex-servicemen quota | Extra, not a replacement |
Notice what is missing. The state rules do not mention a special extra relaxation for the first Agniveer batch. The central government gives that extra 5 years in its own jobs. If you read a claim that Odisha gives the same, ask for the notice. I could not find it.
How to apply under the Odisha Police Agniveer reservation
- Watch the Odisha government and police recruitment notices.
- Read each notice for the words “ex-Agniveer”.
- Check the post, the age limit and the qualification.
- Choose the ex-Agniveer category on the form.
- Upload your discharge papers when the portal asks for them.
Do not tick the ex-servicemen box by mistake. The state treats ex-Agniveers and ex-servicemen as two groups, and the form will check your papers. Keep your discharge certificate, service record, character certificate and Class 10 marksheet ready in print and in scanned form.
How Odisha compares with other states
Odisha gives 10 per cent. That is lower than the 20 per cent in Uttar Pradesh and in Delhi Police. Gujarat announced 20 per cent for several Class 3 posts in June 2026. Madhya Pradesh approved 20 per cent on 29 September 2026. Chhattisgarh is at 10 per cent like Odisha.
So the Odisha Police Agniveer reservation is not the largest share. Its strength is clarity. You can read the rule, see the post list and plan your timing. A smaller quota that is certain can serve you better than a larger quota that is only promised. Compare the options in our state-wise police reservation table.
Remember the central option too. The Home Ministry told Parliament on 21 July 2026 that central armed police forces reserve 50 per cent of constable (GD) posts for ex-Agniveers (PIB release). Many ex-Agniveers will apply to both state and central jobs.
Common mistakes to avoid
Picture a young man from Cuttack who finishes his term and sees a police notice. He reads one blog that says 5 years of age relaxation and another that says 3. Which one is right? The notified rules say 3 years. A blog is not a rule. Always check the state notice itself, because that is the paper the recruiter will use.
- Trusting a blog figure instead of the notified rule.
- Ticking the ex-servicemen box instead of the ex-Agniveer box.
- Assuming the Odisha Police Agniveer reservation covers every post. It covers Group C and D uniform posts only.
- Waiting for a perfect notice instead of preparing your papers early.
- Forgetting that the quota only works if you meet the minimum qualification.
Plan your timeline too. The first batch of Agniveers had not yet completed its term when the Home Ministry answered Parliament on 21 July 2026. So the real test of the Odisha Police Agniveer reservation will come in the first hiring rounds that follow. Prepare now, so you are ready when the Odisha Police Agniveer reservation is used in a live notice.
One more tip. Pay in state police follows the state pay matrix. I could not verify a fixed basic pay for Odisha Police constables, so I have not quoted one. Check the notice for each post before you plan your monthly budget.
